Jessica A. Green has dedicated her career to upholding fairness, accountability, and access to justice in our courts. With over a decade of courtroom experience—as a Pro Tem Judge, Interim Hearing Master, senior litigator, and strategic legal leader—Jessica brings the depth, balance, and judicial temperament our community deserves.

A Judicial Leader with Real Courtroom Experience

​

Jessica has served as a Pro Tem Judge in the Las Vegas Municipal Court since 2019, presiding over the full range of Municipal Court matters, including initial appearances, probable cause determinations, motions, bench trials, and sentencing. Every elected Municipal Court Judge has entrusted her to oversee their departments during absences—an acknowledgment of her fairness, professionalism, and command of the law. 

In 2022, Jessica took on the additional responsibility of Interim Hearing Master in Department 20, where she managed high-volume dockets involving arraignments, diversion programs, probation violations, and sentencing. Her approach centers on courtroom efficiency, respect for all parties, and ensuring meaningful access to justice.

A Distinguished Legal Career

​

Before serving on the bench, Jessica built a respected legal practice handling employment law, professional liability, ethics matters, and complex civil litigation. As a Partner and Senior Attorney at Lipson Neilson, she represented individuals, professionals, and businesses in state and federal courts—including the Ninth Circuit Court of Appeals. Her work earned her recognition as a Mountain States Super Lawyers Rising Star.

Earlier in her career, Jessica worked at Gordon Rees Scully Mansukhani, representing clients in civil litigation and appearing frequently in state and federal courts. 

​

Her broad legal background gives her a well-rounded perspective—one that blends courtroom expertise, legal strategy, and a deep understanding of the day-to-day challenges faced by individuals, families, and businesses in our community.

A Leader Outside the Courtroom

​

Jessica is also the Chief Strategy Officer for ExpertPays, LLC, a national litigation-finance company serving plaintiff’s attorneys. She leads underwriting and operational strategy, applying her legal knowledge to assess risk, streamline processes, and support access to justice in civil cases across the country. 

​

She also founded The Higher HR, a boutique firm providing employment law and HR consulting to Nevada employers—helping businesses create fair, compliant, and ethical workplaces. 

​

Her professional leadership and community involvement have earned her recognition, including a cover feature in MYVEGAS Magazine and multiple selections as a Super Lawyers Rising Star.

Education and Background

​

Jessica earned her Juris Doctor from the William S. Boyd School of Law at UNLV in 2011 and graduated cum laude from Texas A&M University–Corpus Christi with a degree in History. She is admitted to practice before the State Bar of Nevada, the United States District Court for the District of Nevada, and the Ninth Circuit Court of Appeals.
